Background of the Study
Global health diplomacy has emerged as a critical element in addressing transnational health challenges, particularly in the wake of recent pandemics (Garcia, 2023). The World Health Organization (WHO) has played a pivotal role in orchestrating international cooperation to enhance pandemic preparedness and response strategies. In Lagos State, WHO-led initiatives have sought to integrate public health policies with diplomatic efforts, thereby fostering a collaborative approach to managing health crises (Hernandez, 2024). Statement of the problem

These obstacles hinder the ability of healthcare systems to respond swiftly to emerging health threats.
